Pelican 360 EU Relay

Membership

5 USD buys 30 days of EU relay and Blossom access for one Nostr account, with no VAT. Membership billing is provided by Pelican 360. The price is based in USD; UZS, EUR and sats are converted equivalents. Lightning invoices fix the converted amount until expiry. Anyone may join. Renewals add time; there are no automatic wallet charges.

Publishing and reading

Members can publish their own events. Nonmembers may publish eligible events associated with an active member, subject to quotas and blocks. Public reads include active members' ordinary events. Authenticate with your Nostr account for broader member reads, protected publications and conversation sponsorship. Multiple accounts may authenticate on one connection.

Private messages and signing

NIP-17 gift wraps addressed to a member require that recipient's authentication to read or count their stored envelopes. Counts follow the same recipient access rules as reads and do not indicate unread messages. Encryption and decryption happen in your app. Conversation streams and groups have separate, specifically targeted read rules. NIP-46 signing transport is open, rate limited and cached in memory for at most 30 seconds; ephemeral gift wraps are delivered live without storage and contribute zero to counts.

Storage

Each relay account has four independent allowances: 1 GiB for its own content, 1 GiB for associated content, 1 GiB for incoming messages and 2 GiB for sponsored conversations. Allowances cannot borrow from each other. Blossom includes a separate 5 GB per account, with a 100 MB file limit. Shared files count in full against each owner's allowance. Server capacity limits also apply.

Expiry

After paid relay membership expires, a 30-day read and retention grace period applies. Expired memberships cannot fund new storage. After grace, content without another eligible retention sponsor is removed. Blossom stops new uploads and mirrors at expiry; existing files are not automatically erased, and owners can still list and delete them. Blossom downloads are public: encrypt private files before uploading.

Deletion

Signed deletion and vanish requests do not require payment. Ordinary events can be deleted by their authors; gift wraps by their outer recipient. Accepted requests immediately suppress matching content while removal completes. Unknown targets receive conditional protection. Completed replay protection lasts at most 180 days and may end earlier when the oldest records are evicted for capacity. After replay protection ends, an event may be uploaded again. Backups are private and are not served.

Abuse protection

Shared connection, publication, recipient, bandwidth and storage limits apply. Repeated rate abuse receives progressively longer cooldowns, up to ten minutes. Authentication failures, ordinary access denials and full quotas alone do not earn abuse strikes. Excess authentication and read requests are throttled without adding an IP cooldown. Paying does not bypass bans or limits. Bulk relay synchronization is disabled.

By using this relay, you agree to these terms and the service policies on this page. Do not publish, store or distribute pornography or graphic gore through the relay, including links or attachments used to share that material. Only share material you own or have permission or another lawful basis to use; copyright infringement is prohibited. You are responsible for your use of the service. We may remove or restrict access to prohibited content and suspend or ban accounts for violations. Serious or repeated violations, including repeated copyright infringement, may result in termination of access. Paid membership does not exempt anyone from these rules. Copyright complaints and DMCA takedown requests

Copyright owners and their authorized representatives may send notices to Pelican 360's contact form. Please use the subject “Copyright / DMCA takedown request” and include:

• Your full name and contact details, including an email address, mailing address and telephone number.
• Identification of the copyrighted work you believe is infringed, with an original link or other description where available.
• The exact Nostr event ID, note link, file URL or other information sufficient to locate the allegedly infringing material on our service.
• A statement that you have a good-faith belief that the disputed use is not authorized by the copyright owner, its agent or the law.
• A statement that the notice is accurate and, under penalty of perjury, that you are the copyright owner or authorized to act on the owner's behalf.
• Your physical or electronic signature.

We review reports and may remove or disable access to infringing material. If you believe material was removed by mistake or misidentification, use the same contact form with the affected material and the basis for your request for review; where applicable, you may submit a DMCA counter-notification. Operator moderation and applicable legal takedowns are separate from users' signed deletion requests. Removing material from this relay does not remove copies held by other Nostr relays or users.
